RubyMine is from Jetbrains and the current version that is available in RubyMine 5.4. The RubyMine 5.4 is ready Rails 4 as well. The IDE includes CoffeeScript Debugger, Text mate bundles support and JRuby Development etc.

Aptana Studio 3

This IDE is based on Eclipse and is a powerful open source IDE for web development and supports, previewing and debugging of HTML, CSS and JavaScript websites with PHP and Ruby on Rails.

Redcar alpha

Redcar is written in ruby and runs on JRuby. It is currently in the alpha stage and supports the Textmate themes and snippets. It is an open source project licensed under GPL.

Net Beans is one of the popular IDE for web development and includes support for Ruby on Rails. It is also to be noted that from Net Beans IDE 7.0, support for Ruby and Ruby on Rails is no longer available in the standard Net Beans IDE build.
